August was a stabilisation with a meaningful utilisation improvement visible one month behind, not yet a full system-wide recovery. August arrivals rose 1.7% year-on-year, but January-August remained 4.3% below 2025 and the 2.5 million target now requires about 8,826 tourists per day - roughly 40% above August's actual pace. July CPI improved to 1.68x from a revised 2.50x in June, but August bed-night conversion is not yet observable.

June did not confirm a recovery trend. Tourist arrivals were lower than June 2025, and the second-half run-rate required to reach the 2.5 million target is now almost twice June's actual daily average. The stronger warning remains in utilisation. By May, the latest detailed accommodation data show a Capacity Pressure Index of 2.34x, meaning the tourism system carried more than twice the bed-night capacity that was actually sold.
